California Highway Patrol officers are all business when it comes to retail theft. "Retail theft in California is a huge problem,” said Officer Ricardo Ortiz. Businesses throughout the state have felt the strain. The Walmart on Antelope Road in Sacramento County is no different. Last year, $6 million in merchandise was taken.
